Wondering how to manage international postal shipments to the United States now that duty-free de minimis is gone?  You are not alone.

Customs recently provided guidance for duties on international mail in accordance with Executive Order 14324 that suspends duty-free de minimis treatment for all countries. CSMS # 66311990 dated 9/22/25 provides details on the process for clearance and duty payment for international mail shipments valued under $800 to enter the United States, many of which are e-commerce shipments.

For shipments valued under $800, certain data elements along with duty payment must be made to U.S. Customs.  Customs has developed a process in which companies can become a “qualified party to calculate, collect, and remit duties for international postal shipments, on behalf of the carrier or international postal service.  Customs has provided FAQs regarding mail shipment processing on their website to help explain the new entry and duty payment process.
